Senior Partner – Supply Chain Integrity & Environmental Risk

Jim provides technical oversight on environmental security and the integrity of global commodity chains. He specialises in identifying and mitigating the hidden risks within complex supply networks, ranging from illegal deforestation and tannery pollution to human trafficking and slavery at sea.

Since 2005, Jim has led investigative research into environmental conflicts and resource exploitation in over 40 countries. His work focuses on the intersection of organised crime and natural resource management, providing clients with granular intelligence on illicit trade routes and regulatory failures.

Recently, Jim’s work has extended to Alaska, where he collaborated with sovereign Yupik communities to document traditional maritime resource management. An Emmy-nominated producer and recipient of the Peabody, Amnesty International, and Royal Television Society awards, he integrates field-derived data with strategic risk assessments to support sovereign capability and corporate accountability.

Nick brings a disciplined, evidence-led approach to resolving high-stakes security challenges. His background includes service in the army and policing, and a role as an operational intelligence officer where he focused on national-level counter-espionage and the disruption of adversarial threats.  He has held leadership roles, including serving as a global security director within the pharmaceutical sector during a period of significant state-sponsored and activist threats. Nick specialises in transforming security functions into risk-proportionate units that protect critical infrastructure and classified environments. His work as an advisor to boards during live crisis events is underpinned by an MBA and commercial experience.

Julian Markham

Partner – Strategic Defence & Security

A former senior UK Armed Forces officer, Julian has served in airborne, commando, and specialist units since 1986. He currently holds a senior reserve appointment as an MAB Reserve SO1, providing technical advice to UK and NATO Special Operations Forces. His military career includes directing high-readiness units and overseeing the delivery of advanced ISTAR and joint effects capabilities in theatres including Eastern Europe and the Middle East.In the private sector, Julian has directed multi-million-pound humanitarian demining and risk-management programmes for the UN, NATO, and national governments. As Managing Director of Lassen Global Consultancy, he has provided security management for major energy providers and supported UK foreign policy programmes. He previously led multidisciplinary teams on UK Defence engagements involving CBRN and behavioural science.He operates at the interface between government and industry, with experience briefing senior ministers, Chiefs of Staff, and NATO commanders. His work is underpinned by a technical understanding of Joint (J1–J9) planning and operational resilience in conflict-affected states.

Martin’s career spans 30 years in the UK Metropolitan Police as a Chief Superintendent and over 25 years as an international hostage negotiator. He has managed complex kidnap and extortion cases globally, including deployments for the UK Government in conflict zones and senior roles within major risk consultancies. Currently, he specialises in crisis preparation and live response, having managed a wide range of scenarios including maritime piracy, financial extortion, and terrorist-related kidnaps.

Paul manages the firm’s security risk services, drawing on operational experience as a senior diplomat, police officer, and security consultant. His career includes twenty years in the Australian Foreign Service, latterly serving as High Commissioner to Kenya and Permanent Representative to the United Nations Environment Programme. He previously led fraud prevention and investigations following service with the Metropolitan Police in London and the South Australian Police.

In the private sector, Paul has provided strategic political risk and stakeholder management advice to entities including Woodside Petroleum. Prior to joining Rose Partners, he was a senior consultant for a global risk firm, where he delivered security reviews and risk management frameworks for organisations such as Schlumberger, NatWest, the London Stock Exchange, and the International Red Cross. He specialises in the design and management of security systems for personnel operating in extreme-risk locations.

Specialist in strategic security reviews and the development of corporate risk policies for multinational organisations. He focuses on the implementation of global travel security systems and the alignment of corporate security functions within complex international risk environments.

Dominique Lazanski

Partner – Technology Governance & Multilateral Risk

Dominique provides strategic counsel on international technology governance and the navigation of geopolitical risk. She represents the UK at the International Telecommunication Union (ITU), leading technical negotiations and managing regulatory risk within complex multilateral institutions.

With over 20 years of experience across the global technology sector—including senior roles at Yahoo!, eBay, and Apple—Dominique specialises in bridging the gap between private sector innovation and sovereign security requirements. Since 2022, she has been a key advisor within Ukraine’s security and technology policy ecosystem, focusing on international coordination and the integration of dual-use technologies.

Her advisory work is technically underpinned by a PhD in international standards-making and an MSc in Information Systems from the London School of Economics. Dominique’s portfolio includes the development of AI measurement platforms and supporting venture capital for dual-use start-ups. Professionally, she serves as the Chair of the British Nordic Development Squad.

Paul is a Partner specialising in the delivery of protective services, technical security design, and risk management across the UK and international environments. He operates at the intersection of physical, personnel, and technical security, providing strategic guidance to safeguard people, assets, and operations. 

 

His experience encompasses the design and delivery of multi-site security infrastructures, the creation of high-performance control rooms, and the management of complex security programmes for environments ranging from regulated nuclear facilities to high-value estates. Paul previously served as a National Security Adviser within the UK’s protective security authority (NPSA), delivering threat assessments and strategic security uplift for sectors critical to national infrastructure. 

 

Formerly an Executive Protection and Operational Intelligence Officer within the UK Government, Paul built and led specialist protection teams in hostile and complex environments. With foundational experience as an officer in the Royal Military Police (RMP), he integrates field-derived data with technical expertise to mitigate sophisticated physical and personnel threats.

Mark is a Partner with over 30 years of experience leading transformational programmes across public safety and crisis management. As a former Chief Constable, he advises governments and executive teams on governance, accountability, and the management of complex strategic risk during high-stakes change initiatives. 

 

He has directed and consulted on public safety and policing reform across the UK, Northern Ireland, North Africa, the UAE, and the Western Balkans. As Chief Constable of West Yorkshire Police, Mark led 10,000 personnel and managed a £414M budget, overseeing service to over 2.2 million people during periods of structural reform. He drove the operational requirements that enabled the transition to modernised regional collaboration, including serious organised crime and counter-terrorism. 

 

Nationally, Mark held ACPO portfolios in forensic science, protest management, and innovation, supporting major national events and contingency planning. A recipient of the Queen’s Police Medal (QPM), he focuses on providing strategic clarity and operational credibility to sovereign capability projects.
